High desert street maintenance

I noticed that the Comprehensive Annual Financial Reports for both Hesperia and Apple Valley include figures for how many miles of roadway have been resurfaced (Adelanto and Victorville seem not to include these figures).

The following table sheds some light on why cycling conditions are so marginal.

Street resurfacing (miles)
City Apple Valley Hesperia
2008 48.1 57
2009 65.28 28
2010 5.97 13.9
2011 1.3
2012 2 2.5
2013 2 1
2014 2 1.9
2015 2.5 3.4
2016 22 1.6
2017 24 4

Apple Valley’s CAFR states that there are 411 miles of roadway within the town limits. Hesperia’s CAFR seems not to include a figure for this statistic.
